ADOP fs_clone slow

We have one R12.2.11 environment where running fs_clone is obviously slower than all or most other environments. On the slow one, it takes around 4 hours to complete, while on the fast ones it's about 2 hours.

How can we explain this difference ? It's the same environment that is always slow. Same ones are always fast.
