View approval status for non-manager

This is for ePerformance in version 9.2, PT 8.59.11, Image 41.

We would like HR administrators to have access to view the approval status and comments of performance documents. The navigation is Manager Self Service>Performance Management>View Approval Status. It seems as though the access for that page is only the employee's manager and the approver. The HR administrator would like to view the comments the approver added when approving or denying a performance document. How can this be accomplished? Thank you.
