Source Meter of Issued Material - WO Completion page

Dear All,

Could you please suggest the logic in WO Completion page regarding Source Meters.

Sometimes we cannot choose the Source Meter in Set Source Meter of Issued Serials menu.

For example in case below we are completing Work Order in which we replaced one rebuildable component with another. And we want to Assign Meter to the parent source.
