Can we patch Weblogic and OHS separately in EPM 11.2.8?

Hello, we run EPM 11.2.8. The server team runs a Nessus server scan that is complaining about the WebLogic and OHS versions.

In the past, we have patched WebLogic and OHS separately on our Hyperion servers. We would like to apply the following patches to resolve the above issues on the Nessus scan.

A colleague from another organization says that Oracle no longer recommends applying updates to EPM from the quarterly security updates, and we should do a full EPM upgrade. The latest EPM upgrade is 11.2.12, but does not include WebLogic and OHS versions that correct the security warnings. Is this true about not doing the security updates?
