What is the Purpose of the "No CBS" Field and how can I get rid of it??

The "No CBS" field is un editable, unfilterable and literally is just in the way on the Cost Sheet. since it is required to populate this field and a budget line-item won't allow the use of No CBS, why is it here? It needs to go away.
