expdp/impdp from 12c (char set US7ASCII) to 19c (char set WE8ISO8859P1)

I need to migrate database from Oracle 12c (char set US7ASCII) on Redhat 6 to a newly installed Oracle 19c (char set WE8ISO8859P1) on Redhat 8. I tried using expdp/impdp and found that chinese characters are corrupted. I found below knowledge base, it doesn't cover Oracle 19c.

csscan is not supported on 19c any more.
