OEDA has not list of the Latest patch of database

I have to install a new EXADATA rack and use the OEDA (Ocmd-230118-MOS-windows-i586.zip). This OEDA version has a db version 19.18.0.0.230117 JAN 2023. Although from the document Doc ID 2923428.1 it recommended to install 19.18.0.0.0 (REL-JAN230131) version.

So how I install the EXADATA with the latest recommended patch that not list in the OEDA.
