ELM Integration with Webcast and calendaring

We are currently on ELM 9.2 PUM 18 and PTools 8.58.15. In trying to test integration with Webex, An Oracle document ("ELM_9.0_Webcast_and_Calendaring_Integration_Technical_Brief.pdf") to configure ELM for integrating with the webcast is used. There is a step to upload a vendor file under Setup ELM -- Integration -- Vendor. Any help as to where to get this file from? As I already checked with our Webex support personal and there is no such file provided for this purpose. Without this file, I don't see service "WEBCAST" and its related Service Operations. Any help in regard to this is greatly appreciated. Thanks.
