Query Security on Pay Line / Pay Earnings / Pay Check tables

I am trying to implement Query Security on PAY_LINE, PAY_EARNINGS and PAY_CHECK records. Since EMPLID and EMPL_RCD are not keys on these tables. What is the best practice to implement query security for the above tables?

I did try to attach the delivered record EMPLMT_SRCH_QRF as query security view to the above tables but when I go and create a PS Query, I am still seeing data across company (we have company security implement).
