How do you automate inserting records into APPS.BOM_RESOURCE_EMPLOYEES and BOM_DEPT_RES_INSTANCES?

We have a high turnover of employees, many departments, and resources associated with WIP and MES. We need a way to automate this process but we are not finding open interfaces or public APIs to do this.
