Local security patches

Hello, I have an integrated weblogic server version 12.2.1.4.0 installed in my local development environment. I was wondering if security patches like Document 2917213.2 (oracle.com) are necessary to apply to my local environment, or if these security patches only apply to the standalone environments hosted on a remote server. Please let me know.
