Deduction Code Invalid

PeopleSoft HR v 92

Trying to put an end date on deduction code with an effective date of 02/11/23 and get message

The deduction code on the company table 1st effective date row is 01/01/1901 which does include one of the deduction codes and the next effective date row on the company table is 01/01/2008 which doesn't seem correct. It appears there are missing effective date rows missing. One of the deduction codes was set-up in 03/01/2005 and since there wasn't an effective date row of 2005 inserted a 01/01/2005 row, but still getting the above message. The other deduction code on the employee's deduction panel has an effective date of 07/01/1999 and I still got the above
