Missing Patch 34786990 for WINDOWS

When will this patch be available for Windows servers?

Patch 34786990: OJVM RELEASE UPDATE 19.18.0.0.0

It's listed in the January CPU document for 19c Windows servers but only available for Linux and Solaris on the Patch download site. I have security findings on all my database servers because it's missing. On a test server I rolled back the previous OJVM patch and applied the January Bundle Patch, then tried to re-apply the October 2022 OJVM which did not work. Got compatibility errors from Opatch.

So what am I supposed to do about security finding? As for now I'm going to tell security folks we don't use OJVM so it's really not necessary.
