Unable to lock the Entity though it is consolidated(already reviewed Doc ID 2264207.1)

I have reviewed Doc ID 2264207.1 already but unlocking previous periods from the fiscal year is something our business is not comfortable with. We would like to know the exact cause for this problem.

We have added an entity recently but that has been published already and it is having OK calc status. So, we dont understand what is stopping it from locking.
