How do we correctly clear RVTTH-192.rvtthins: Subroutine PO_INVALID_REL_SHIPMENT_STATUS returned err

We have identified a receiving Transaction error in the RCV_TRANSACTION_INTERFACE table where the receipt transaction is attempting to be transacted based upon the PO being REV 1 when everything was created. The PO is now REV2. According to Oracle DOC ID 2482603.1 the fix is to change the PO REV on the transaction to match the PO Header REV and run the Receiving Transaction Processor.

Following those steps, we still can't get the transaction processed. IS there some other step or other data that needs changed to get this transaction processed?
