How do I resolve this metadata load error?

I'm using HFM on prem 11.2.10.0.0.06. I've extracted the metadata and made a small change to include a new balance sheet code (C2).

I have tried extracting/reloading the same metadata file (both .app and .xml) with no changes, and I get the same error, so I know my changes aren't triggering it. I've also stopped/restarted the services to no avail.
