P6 XER Import Creates Loops

When a XER is imported into an existing project to update that project, P6 is creating multiple activity loops. It appears that if an activity relationship has been changed it does not update the original activity/relationship it duplicates it.

This happens when import settings are set to default or have been customized.

How do we prevent/correct the loop issues during import?
