Can EBS R12.2.12 with AD and TXK Delta 14 RUPs be migrated using XTTS?

I see in Doc ID 2876726.1 that R12.2.12 environments with AD and TXK Delta 13 RUPs cannot be migrated using XTTS on Cross-Platform migration. Is that also applies to EBS R12.2.12 with AD and TXK Delta 14?
