Local Web Client connects to environment of last full package installed

For JD Edwards EOne 9.1, Tools 9.2.4.6:

I installed a two full packages on a fat client with local web feature, first PY, then PD. DV was already installed and the LASTENV=DV910 before installing the full packages. Now if I log into DV or PY on the fat client and go to Tools --> EnterpriseOne Menu, the local web client starts and prompts for environments PD910 and JPD910. See attached. If I choose either PD910 or JPD910, then the web client successfully logs into production. I want the local web dev client to log into the same environment
