Missing Save/Submit buttons in Recruiting Pages

We are currently busy with a 9.2 upgrade, and have found that some of the Recruiting (TAM) pages are missing the Save/Submit/Cancel buttons. Pages like Routing an Applicant and Creating a Job Opening.

Doing a scan through the code, as well as a trace, I can find the code where these buttons (ot their groupboxes are hidden), unconfitionally.

Yesterday I stumbled upon the Toolbar Configuration under Enterprise Components, and it sis look like we may be missing some of the delivered setup in our Testing environment. I found the tables to import here on MOS, and retrieved them from our Demo environment using DataMover.
