Forms/Java licensing question

Hi, we are running and have active license and suport contracts for weblogic enterprise edition and we host oracle forms applications. So our organization is covered for the java runtime licenses as part of the weblogic license. The question is, if external organizations were to access these applications, and thus need for their clients local java installations, are those covered under our organizations weblogic/java licenses, or would they need their own java se licenses?
