Upgrade to V12.2.12 issues with patches

We are planning to upgrade to V12.2.12 from 2.2.10 Oracle eBusiness suite. We have come up against a hurdle with some Patches that are being identified and are Tier 1 and require additional licensing anybody else experiencing this?
