How to enable 2 Historical Tablespace reports in OEM 13c Release 5 Update 9

There are two Historical Tablespace reports that are not available to me in my install of 13.5.9

"Oracle Database Tablespace Daily Space Usage Report" and "Oracle Database Tablespace Monthly Space Usage Report"

I found a note - EM 13c: Cannot Click On Oracle Database Tablespace Daily Space Usage Report Link (Doc ID 2528373.1) which explains the reason is because these are BI-Publisher reports.

The suggestion does not work because I have not upgraded from an old version but instead have a clean 13.5 installation. If I try to update the config to enable bip I get these error

"[oracle@xxxxxxxbin]$ . ./emctl config oms -enable_bip
