AD 2 OID 2 EBS

We have EBS 12.2 integrated to OID / OAM with WNA enabled. Every time we create a user in Windows Active directory it will be synchronized to OID and then we will add that user to EBS group in OID to provide access EBS--> and then access the EBS Login page --> then user is created in FND table after the first time access the EBS url.

But for last few days, as soon the user is created in Active Directory, its getting synced to OID and directly getting created EBS FND tables without giving any group permissions in OID.
