Is it possible to set a global Quick Link for all Agile PLM 9.3.6.21 users?

Hi All,

I am researching something and unable to find the answer in any of the Agile PLM user guides.

We are running 9.3.6 RUP 21. I'm trying to publish the same Quick Link to every end user. Our use case is that we want to create a document with a BOM of all the procedures and work instructions that describe how to use Agile PLM. From what I understand, Quick Links can only be set by the user themselves. I can't see a way to set one globally.

Does anyone know if it's possible to post a global Quick Link?
