Oracle UCM and DB upgrade

Hello,

My current environment is using Oracle UCM 10g and database 11g . I want to upgrade it to UCM 12.2.1.4 and database 19c . what is the best solution for it either upgrading or migrating .

Also should I start with UCM or DB?
