Oracle 19c client install failing on Windows with NETCA

Windows version- 2012R2 

Oracle client version - WINDOWS.X64_193000_client


Oracle client install failing with NETCA error . I am not able to deinstall the client AS deinstall also fails saying D:\Oracle_Client\product\19.0.0\client_adm\bin\oranjni19.dll: The specified procedure could not be found.

Since NETCA was not installed , it cant find oranjni19.dll during deinstall and stuck.
