Unable to Create an Automatic PO from a Contract Agreement linked to a Smart Form.

Has anyone faced a similar issue. I have checked the automatic flags on the agreement and on the Procurement, Requisition Business Unit. The smart form is for a category based requisition.Appreciate your inputs.
