packunpack_container OR break_down_lpn ?

Hello, What could be the reason Doc ID 2925255.1 talks about only wms_container_pub.PACKUNPACK_CONTAINER API? Why can't wms_container_pub.break_down_lpn be used to unpack the LPN in one go which is easier method than using PACKUNPACK_CONTAINER to unpack each child LPN from Parent?
