iProcurement ECC is not turning on (Oracle EBS 12.2.11)

Hello All,

I am following below steps -

1. Create custom responsbility (iProcurement - ECC) with Application = Oracle iProcurement and Menu = Internet Procurement Home
2. Assign responsibility to existing user
3. From SYSADMIN, go to User Management - Roles and Role Inheritance , then query Role = ICX ECC Access Role
4. Click Update and for every permission, click Update and set responsibility to the custom responsibility created in Step 1
5. Click Apply
6. Run Workflow Background Process
7. Clear Cache from Functional Administrator
8. Login as user
9. Open iProcurement home page from responsibility set to ECC
10. It does not show ECC dashboard i.e. Shopping cart dashboard

Please help !
