What is the recommendation approach for custom objects in OTM?

Are we supposed to create custom packages in GLOGOWNER or in the custom schema in 6.5.1? We are unable to comply custom package in custom schema even though we have created synonyms and grants on the standard tables to custom schema in 6.5.1

We are forced to use the GLOGOWNER schema to refer to these tables in the custom package. Please suggest how can we avoid using GLOGOWNER schema while referring to standard tables in custom schema.
