ECC - Excel Export in V9 not working

Hi

We are updrading to V9.

This note "ECC export to CSV, then open with Excel: Arabic or Chinese Characters Are Showing Up As Garbled Characters (Doc ID 2850546.1)" says this "The export from ECC to Excel is a candidate for ECC v9."

But there is no difference when exporting to excel in version V7 and V9. When data is exported to excel Icelandic letters are displayed as garbled characters.

So my customer want's confirmation that this has not been fixed in V9 and in what version will this be solved?
