Requisition AWE allowing self approval when shouldn't

Our system is set to not allow self approval. The self approval check box is unchecked. However I just ran a test and a user who is set up to create requisitions and is also the department manager was able to create requisition and approve same requisition.

User A - Requisition Entry security and user preferences; also approval role - set as department manager in department chartfield values

Requisition process definition includes SQL user list to select department manager from chartfield Values

User A creates requisition using a chart string that includes the department where they are the manager (in department chartfield value)
