Notifications in OEM

I realize this question has been somewhat asked before but Oracle documentation is still a little lacking on clarity.

I am using OEM 13.4 but not licensed for any management packs. I have a script that I want to run on the servers to validate components are up and running, Oracle EBS, database, listeners, workflow.... and use OEM to schedule/execute the job and send email notifications when any of these are not responding/down.

So my question: Is this considered permissible or not? Is my script classified as an Alert and Metric Threshold (which excludes notifications) or is it covered under the Server, Storage and VM Features which allows notifications?
