Item Category, Physical Nature & Where Performed

We are on Image 40, PT 8.59.03.
As a California County government entity VAT is not applicable to us. The change we are contemplating appears to be primarily VAT related:
On Item Category Header page, if we change the Physical Nature to Services and Where Performed to Buyer's Location, the Physical Nature on the PO Line Attributes will also be Services when Reqs are expedited to PO. This saves Buyers time and clicks - one less field for them to update. Are there any downstream impacts of making this change?
Secondary to this change: is there a way to make an Item Category tax exempt - regardless of Ship To location?
