Can a manager can drop an 'anytime' feedback in EBS

Hi Community!

Just wondering if e-Business suite Perf Mgmt has similar functionality to Cloud HCM where a manager can drop an 'anytime' feedback or recognition on performance feedback on an employee's performance during the year (other than when an employee has a Performance Document assigned).

Proposed Business Process Flow would be:

1. manager has seen the employee perform well, could be on a objective/goal or on general performance.
2. manager logs into Oracle, goes to search for employee in performance module, adds a free text note on performance, adds a date into date field.
3. Save and close

Note: customer understands that manager/participant feedback is available after performance document is assigned. They want to record any extra notes outside of this cycle.
