Multiple Volume Based Upsell detail sales lines

I've set up and tested volume based upselling for my customers, but my tests will suggest only one line in the detail order. Both items are set up on the same adjustment detail and work individually. I can't seem to get both items to suggest an upsell.

Is the functionality only limited to one item per order?
