Preflush Function Randomly Not Working

We are using JDE 9.2. We have instances where the Preflush activity is not happening. All items are setup correctly since we have multiple work orders setup to manufacture the same item and one of the orders does not process correctly while the other orders do. For example, I have 3 work orders for the same item with the same BOM. All were released at the same time. The first one did not process the preflush, the other 2 did
