Receivables: On custom responsibility cannot get Approve Adjustments to work, in read only mode

Receivables R12.2.10

I have a custom responsibility which uses the menu AR_CONTROL_GUI and then a submenu of AR_CONTROL_ADJ_GUI. Responsibility is meant to only allow adjustment approvals. It has menu exclusions of menu -AR_CONTROL_ACC_GUI, AR_AUTOINVOICE_ERRORS_GUI and function - AR: Create Receipt Write-off. Responsibility is in read only mode for Approve Adjustments and does not allow approvals.

I have other custom responsibilities (which have most of the standard functionality excluding setup) that work fine.

Can you help. What am I missing?
