The discrete job stuck in pending WIP costing when OSP stuck in Pending shop floor due to component

When OSP PO is received and PO resource is PO move, the OSP operation will move automatically, but the component is not enough and the profile 'INV:Override Neg for Backflush'in the responsibility which run 'WIP move Transaction Manager' is no, so OSP job is stuck in pending shop floor, pending WIP costing and uncosted material/WSM. And the when we process other discrete jobs, the job also is stuck in pending WIP costing and uncosted material/WSM. Could you please tell me what setup cause this problem?
