EXPDP job hangs on export, doesn't even start

We are on Oracle Standard Edition version 19c. We have many databases on our server and daily we run an export dump of our schemas for backup. Normally this works fine but every now and then we get a database that just hangs on the startup of the export.

This can go on for weeks and then one day it starts working again.

Anyone have any experience with this and any idea how to resolve?
