Deployments fail if 10 or more stores configured in MNT header

We are using Xstore-Xoffice v16.0.5, where if we deploy an MNT with more than 10 stores configured in MNT header the deployment fails. If 9 or lesser stores are configured in the MNT header the deployment gets successfully processed.
