Oracle Database 19c Patch conflict [ 34411846, 34750795 ] for Windows 64 bit

Hello Oracle Community!

I have a simple python script I have been using to locally patch some of our systems oracle database installations. Normally I am only applying the DB bundles and the OJVM patches as they get rolled out each quarter. Today I got a conflict with patch 34411846 and patch 34750795, these are the 2022 Q4 and 2023 Q1 DB bundles, respectively.

I am aware that all I need to do is rollback the previous patch to successfully apply the latest, but it does seem odd to me that you are required to rollback a previous major patch release to install the latest.
