Is it possible to prevent User Groups from having no Users in Agile PLM 9.3.6.21?

Hi Community,

I'm hoping someone can help me with this question. We are using Agile PLM 9.3.6 RUP 21.

My company uses Workflow Criteria to assign User Groups to Workflows. If the User Group to be assigned does not contain any members, the system automatically removes the User Group from the assignment. This could result in us accidentally missing a required functional area's approval.

From what I understand, the system behavior of auto removing a group with no members cannot be changed.

We are considering assigning our admin service account to every User Group that is used for approval. This would prevent the system from auto-removing User Groups that contain no members; however this solution could result in approval delays. Someone will need to physically check the User Group that is awaiting approval, notice that the Service Account is the only member assigned to the group, and then follow-up to add an actual member.
