Locations used in sales order

Hi Team,

We are on WS 7.3 cum 10 and we have a requirement where business wants to put all locations for particular BP on hold so that they can only use this to move/transfer stock but can not use for picking orders. I can see there is one option in P41024 where we can put lot status on hold but business is not using LOT control process. We check P4211 and P4205 version PO's but we didnt find any option from where we can control this.

Please help if this can be fulfill in 7.3 version, if not in std. way then what could be the suggestion we can suggest to business.
