WMS Cost Group Rule Setup

We have a situation where we need to override the expense account any time is moved into our R&D subinventory. I created a separate Cost group with a different expense account. I then setup a WMS rule to assign this cost group any time there is inventory moved into or out of this particular subinventory.

There is an existing rule which assigns a cost group based on category. The issue is the system is still finding this rule instead of the new rule I have created. I have tried to sequence my rule ahead of the other rule.

Any help is appreciated.
