How to grant access to Ideas Lab and Oracle University for Functional Users

Dear Oracle Support,

I am in IT at our institution and it has been nearly a decade since I created my Oracle support login. I have tried to advise some of the new functional users about how to create accounts so that they can vote on Ideas Lab or sign up for training through Oracle University. They are telling me that they can create an account, but they don't have the access they need to see the categories, etc. in Ideas Lab. Is there a guide to creating an Oracle Support account for PeopleSoft Campus Solutions? I did share our organization name and
