ORA-12850: Could not allocate slaves on all specified instances:

Oracle Enterprise edition - 19c

4 nodes RAC.

We have a service "phxrac_users" assigned to employee users and that runs only on node3. All of our users uses TOAD to query database. some of them get "ORA-12850" errors.

Is this to do with "gv$ fixed view"? majority of the user would not run any query, unless TOAD is running GV$ query in background for explain plan, etc.?

How can it be fixed without adding parameters, etc.?
