Why concurrent request submitted alway from sydadmin responsibility under business event subscripti?

There is concurrent request being submitted inside business event subscription function but it always submitting from sysadmin responsibility though it was performed ship confirm from custom responsibility?

When business event is: ship confirm delivery business event


Please help
