From where does adcfgclone pick up inventory location?

I am cloning EBS 12.2.10 on RHEL 8. The database is 19c.

adcfgclone appsTier dualfs is failing with the following error:


java.lang.Exception: Invalid Oracle home as its inventory pointer file /oraapp/jws/fs2/FMW_Home/oracle_common/oraInst.loc has invalid entry for Oracle inventory.

    at oracle.as.clone.util.OracleHomeDepRefUtil.setInvPtrLocInInventoryManager(OracleHomeDepRefUtil.java:332)

The oraInst.loc file has entry /oraapp/EBS/oraInventory which is from the source (prod). I am trying to find out from where is this entry picked up? The /etc/oraInst.loc has correct location:

[root@erpjws fmwT2PApply]# cat /etc/oraInst.loc

inventory_loc=/oradata/orabase/oraInventory
